In Uganda today, the poor quality of the delivered public services generally and that of the constructed school building in particular lias become a subject of public concern, and therefore one that has led to questioning and enquirjng in to whether it is caused by the public procurement management process. That is, by the manner in which the tendering, supervision and monitoring of award- tender are conducted : Since it is these functions that make up the procurement management process of any other factor . Procurement management for public delivery and for particular public works such as, school buildings was until 1997aprocess entirely conducted by the central government. With the adoption of decentralization, however it was one of the functions transferred to districts as per section 91ofthe 1997 local government Act.One of the districts was Kiboga district. This district is found in the western part of the central region of Uganda .It has a population of 148,606 people 201 primary school with44,697 pupils ( Uganda bureaus of statistics 2014) The district is made up of 13 sub - counties and one town council, Viz Bukomero Butemba, Dwaniro, Gayaa, kapeke, Kiboga, kyankwanzi Lwamata Muwanga Nsambya Ntwetwe, Wattube and I9boga Town Council. The quality_ofthe realized public works generally,_ and of the constructed school buildings in particular, is not satisfactory to the public. Quality in this study in conceived following Hartline and Ferrell's (1993) typology which approaches it as the judgment, value or satisfaction that members of the public holds, put to or derive from a goods , services or works respectively.
